In accordance with the request contained in
para raph 2 of your Despatch llo. 343 of 1st. November, 1911, I have the honour to transmit a Report by the Lenager of the Railway upon the Fanling Branch of the Kowloon-Canton Railway together with a statement which shows the amount expended on the line to July, 1912. It is not possible at present to furnish a final statement of expenditure as an additional locomotive and certain rolling stock have still to be purchased.

"The Traffic has been worked with Open Coaches built on the underframes of some old tip wagons with sonts down the contre offering no protection from the weather. Al- -though we show a loss of $1,098 for the half year, June and July have shown a marked improvement, and I am hoping that the loss will at any rate be reduced by the end of the year. Enquiries through our Traffic Canvasser as to the require- -ments of the villagers have elicited the fact that they did not like the shaking of the present coaches and would not
